This could just maybe work out, if you alter some of it. For example, you can only get the event passes from certain things around the website, such as a mystery box (but they will be rarer in most instances, and you have to meet certain specifications) or by completing certain goals (that are also to be completed by users with certain qualities and the goals would be hard, to make it fair), and as Nessy said, it would make sense if there were counters to the passes.
