I thought you could cook it like the other powders,but I guess not. So where do you get this elusive powder?

White powder is occasionally offered as a prize on the bulletin board! It's what's needed to create the other powders :p

@painchri589 : First, you needed to reach Gardener Lv. 30 to unlock those powder-related recipes and randomly getting "White Powder" as your Item Rewards on your Bulletin Board tasks. ;)
