First of all, what was the original version of this suggestion? Like Angell said, it's a bit confusing for users now who haven't read the first suggestion; because actually the idea that is stated right now (New Members list in Union Room) sounds quite neat.

Well we've got a introduction tutorial, which most forums don't. Normally these Private Messages are used to give the new member some useful links - and this is already done by our tutorial.

Riako: The original was to have a new staff position called the welcomer, that's supposed to welcome new users.

True the tutorial does do what a welcome message does, kind of forgot about that one.

It was a new staff position, called "Welcomer". There would be a list with the 50 newest members which only this user and you Riako would be able to see (or even make it public, it would be your choice). This was the "Welcomer" would send a PM, a little gift or even both to welcome the user.
EDIT: I was ninja'd >_< But still Angell didn't said all the suggestion.
