so I hear Jirachi gives you things for
getting 5 star pieces, but what exactly does he give you and how
much. How much dragon gems do you get for picking something rare,
how much PD do you get for picking money?

You don't get any Dragon Gems, you get
either a Gold Key or a Gold Box
I think you get 25k PD, which was a lot back when it was first implemented

I got Dragon gems from that "Something
Rare" but i don't remember how much dragon gems was that, maybe
5... also my friends confirmed it that they also got Dragon Gems
from Jirachi.
Then at 2nd times i pick "something rare" i got Gold Boxes
