I am not sure if this has been suggested before, but here goes. I was thinking it would be beneficial to take pokemon from the accounts of Permanently locked users and distribute them at the auction house. If a pokemon is bought at the auction house it shall be released. The price in which these pokemon would start with at the auction house will be based on their rarity and if they are shiny.

This allows for pokemon to be given to other players who are active on the site as well was give a real life example of auctioning a storage unit of someone who didn't pay for their unit and is forced to forfeit their possessions. Not only that, but if pokemon were to be distributed like this it would help clear up excess data because not everyone is going to buy the pokemon up for sale and releasing them will lessen the data load for PH.

Very simple reason: What if the ban turns out to be a false alarm? There have been (a few) cases where the user was able to prove their innocence after a few days/weeks and the (perm.) ban was lifted.
Now how would you react if your account was banned for unfair reasons and then you also find out that your Pokémon were released/traded?

That doesn't matter; those pokémon are still theirs. We don't know how hard they (potentially) worked for them, and have absolutely no claim to them.

Also, this has been suggested before here, though it changed to "only count active users' pokémon", because of what ~Hatoko~ quoted.
We are not going to release/sell other users' pokémon, simple as that.
