Go to route 1 and use strength against the far left wall, suddenly there would be a hole and you can go through it, there you will find a pokemart.

Punch a mewtwo like Ash did and faint all your pokemon and surf to cinnabar island and use fly to pewter city and use teleport to victory road and throw a rock into victory road and you will find a pokemon center

You have to collect every Item, completely empty you bag, and then go to the nearest pokemon center.

They aren't rare at all, you encounter them everywhere. Legendary shinies though don't exist.
