Also, when did I say anything about banning? I was just replying to ~Ran's comment about how epileptic people should just block their avatars with a plugin.

I agree that flashing avatars/signatures are dangerous. But they are not if used in a correct manner.
I think that we should not ban these, but I have an alternative.
Flashing avatars should be allowed. But if any user has a problem with it, they can report it to a mod, and it can be decided if the avatar is really dangerous or not.
If it is, the mod could send a friendly reminder to change the avatar. But if the user is obstinate, the concerned mod could change their avatar to the default one (the one which a new user gets).
So, problem solved and no need for a ban. :)
I just suggest making flashing avatars reportable, but it would cause no bans. Just what I stated before— a friendly PM, or resetting the avatar. But if the user is really obstinate (which I highly doubt), in extreme cases,a warning could be handed out.
You can block specific elements/features you want with AdBlock. By clicking the AdBlock logo and clicking "Block Element" which will then allow you to select what you want to block. But to do with avatars, that would block every single avatar for you which isn't the best solution to this.

But if we needed a middle ground, what about an option you can toggle in the settings that just doesn't play gif avatars? So avatars would be the stationary images you see in the palpad
And if you don't have an issue with flashing avatars, you don't have to toggle it.

Making a person who has this problem block the avatars themselves is cruel and dangerous. In order to do so, they are forced to look at the flashing bright avatar while getting the link to the image - in the case of someone with epilepsy - they are putting themselves in danger to stop YOU from putting them in danger

What if,
Suppose a user wants to make an avatar in .gif format. So the site would sense the format and to ask the user to create a second avatar, which is non .gif.
The first avatar will be the default one. And an option could be included in the settings in terms of:
"Do not display .gif avatars."
The users who select this setting will see the second avatar set up by the concerned user.
