I have been playing royal tunnel a lot recently and ran into a problem with a question. The question was which Pokemon evolves at level 17 and had both Cyndaquil and Popplio as possible choices. I was forced to make a blind choice and choose cyndaquil, which the game said is incorrect :(

That's because Cyndaquil evolves at level 14.
Hisui (Legend of Arceus) has a different evolution level, because it's a slightly different chain (with Typhlosion (Hisuian)).
