I got to trainer level 20 but I didn't get what I was supposed to from the daycare
I unlocked other rader though

I am level 21 and I went to the daycare on a sunny day but I didn't get the quest. Why?

You have a chance of the quest showing up when visiting the daycare while it's sunny (it's not guaranteed). So just keep bursting through the daycare owner's door until the stubborn old man gives you what you want. :v

Edit: Yes, no Rowan involved here. :,D

You have a chance to get the quest every 15 minutes, during sunny or very sunny weather. (@Finhawk I think you mean Daycare Owner's door, not Rowan's xD)
