Yes, the Wiki article will mostly help you out with it:

In short, it's for being able to obtain a Keldeo. You can use it over at Tall Grass.

This is only after you've bought the Egg Radar from the Item Shop for 150,000 (to unlock Tall Grass), and after you've also purchased the Egg Radar Chip (Legend) for 250,000 from there as well.

Yes, your resolute stone will be "consumed" after you find a keldeo egg in the grass.
