Is there any reason why the count-down for the gem cauldron starts even though the player has to sit there for the 3-second countdown? The screen is whited out and locked, so why does the actually countdown start if the player can't interact?

That's to give the site some time to load all the images. It wouldn't be fair for the Gem Cauldron to tick down, if you can't even click the correct Gem because it hasn't loaded yet.

But the counter ticks still ticks down? I mean on page load, the counter starts at 30 seconds, but the screen is locked white (3 seconds), then it goes away (which seems to take about 1 second for me), so I can't actually start until about 26 seconds. Is the 30 seconds just padding for the countdown and the player is actually supposed to have 26-ish seconds for it?

Yeah, that's what I said ^^'
Each recipe has its own countdown, but the site adds about 5 seconds of frozen screen, so the computers with slower internet, also get the time to load all the images. It's good that your computer doesn't need that time, but it's not something that can get adjusted for each individual computer (;
