Does breeding with a mega or pokemon can mega evo increase the odd of off spring being able to mega evo?

It's possible, though personally I doubt it. Riako said there was 'some' coding that decided whether a pokémon was mega able or not, but he hasn't felt like sharing (yet?), so we simply don't know.
