Whatever panels I place, this gap doesn't go away.

Yeah, I think that's intentional. There's a "hard line" under your feeds and party, because they can't be moved.
So, between those two, whichever comes lowest, causes a gap under the other.
The customizable panels are always under the fixed panels, so if the fixed panels don't align perfectly, there's a gap.
