is it rare to get a dragon egg in rowen's lab? or can you only get dragon type eggs through other means?

It's rare. There are very few Dragon-types and most of them are Rare-rarity. A select few are Medium.
Dratini is the only exception, as you can only get the eggs [without breeding] from the Game Center
