Does anybody know why its says my relicanth is too exhausted for this quest?

Edit: I have to wait more by letting this relicanth and ditto breed.
He was I thinking that getting a regigigas was going to be easy.

People often think the PH sprites are bland. Do they shade? Well, yes they do. You'll be surprised how much care is taken for these sprites.

It says that because the Relicanth has already been used to summon Regigigas once. A Pokemon can be used for this quest only once. It remains exhausted even after trading.
