From what I know this is simply lag.

It's not a bug; when you scroll up, the text simply scrolls up as well. The dark blue box is part of the background, so it stays static, while the text is in the foreground and scrolls up and down, together with the pokémon.

//Moved to Solved, as part of the big Bug/Complaint clean-up.

Scrolling through boxes, doesn't cause the pokémon to cover the blue bar anymore.
