So I'll try suggesting few Pokemon at once this time^^
•Wynaut/Wobbuffet:Wynaut gather on moonlit nights to play by squeezing up against each other. By being squeezed, this Pokémon gains endurance and is trained to dole out powerful counterattacks.Because of its overprotective nature regarding its tail and hatred of light, Wobbuffet lives in dark caves.

•Misdreavus lives in caves. As a nocturnal Pokémon,it spends its days sleeping in darkness and its nights startling people with mischievous tricks. Since it loves watching frightened people, it is known to yank and bite at people's hair or sneak up on them and cry and shriek in the middle of the night. It gathers fear as its energy.What makes it happy is imitating the voices of weeping people and scaring everyone. It doesn't deal well with folks who aren't easily frightened(drive only some people crazy)

•Gligar/Gliscor: Playful,nocturnal.It observes prey while hanging inverted from branches. When the chance presents itself, it swoops!

And in general all the hints point to night maybe.15 million grains of sand,love to sand,getting full etc literally point to time? So maybe the Pokemon is waiting for night to prank on people.I hope I'm close at least this time xD

Title: another crazy idea

MEOWTH/PERSIAN: it uses pay day to make money, which people go crazy.
in the anime, only a very limited amount of people know this.
they worship said pokemon. and often celebrate it by feeding them.
not to mention, said anime story happens on an island. with SAND.

I'm just gonna guess one last Pokemon ^^

Hoopa: it made people of the Dahara city go crazy with its activities(small group of people). Dahara city was in the desert(sand).Hoopa wanted to impress and amuse the people with its abilities (make everyone love us).It's related to time as Hoopa caused Space-Time rift.And yes, the wait may be because it's power was sealed into the prison bottle.

Well I couldn't find a crazier explanation than this for my crazy idea xD

my idea is celebi, and my reasoning lies in the manga... (also in the movies)
the "until soon" part works because it only appears in ilex shrine on specific days according to the phases of the moon.

3 people wanted celebi for various reasons, like taking over the world or saving loved ones that died, to the point in which, for example, pryce, had to kidnap kurt; nearly kill gold, silver, lt. surge, pika and chuchu; take over team rocket, kidnap 4 children; sabotage the pokemon league; etc.
also, hint five implies time, and celebi is the time travel pokemon, so the "making people crazy" part fits

also, the crack in time distorts anyone without the rainbow and silver wing, fitting the upside down part

GUZZLORD: time: in ultra sun and moon, you find guzzlord in a place said to speculated to be hau'oli city in the future. the theme, when REVERSED, has parts from hau'oli, and some other stuff, too. hau'oli is near the beach, with sand. it eats(feasts) pretty much anything, which ticks people off. (makes them crazy) some don't care and like guzzlord, and some trainers seek it to catch it.

just putting this out there, hint 5 seems to hint at the word "time"

maybe it's rockruff?
it evolves in the night or day differently, based on the TIME from hint 5.
it made rotom (mainly, others were kinda surprised too) go crazy in the anime because when it evolved into dusk form, rotom could not identify it.

i think it's rayquaza, sorry if it's already been suggested before tho. the hints dont really support this choice with an exception to one or two of em.
the "Alfa, Bravo, Charlie, ..." thing makes me think the next one is Delta, as that's how that thing goes because i dont have much supporting evidence. rayquaza is the delta pokemon.
the 15 million grains of sand means it's probably a ground type, and rayquaza is.
it's probably wrong but this was worth a try :P

The. 'feast' Could Be Related To The Wedding. Lets Look At Hint Three. The 'enemy' Could Be related To The Queen As It Was Shown That She 'fell.' But Then In Hint Four It Says That The World Has been Turned Upside Down. Maybe The Fact That Some Characters Were Teleported To StoryBrooke.
