i am still fairly new. i dont play often. do you have to be a certain trainer level?

No, not that I know of. You access the Item Market (where you sell and buy Items from/to other players) by hovering over "Town" and going to the "Global Trade Station". The 4th image (the one all the way on the right) is the Item Market :)

To get in the Item Market, you first have to go to the GTS(Global Trade station) in the “Town” Tab, then click on the Item Market Image. Lastly, there is no level limit at all.
