my pichu is level 36 and i have a soothe bell on him and he still hasnt evolved

Send him to emera mall > saloon > choose the 4k pd option.
I think the saloon opens at level 11

Pichu evolves with high happiness. There are two ways for Happiness Evolutions-

1) Soothe Bell - Available in the Item Shop for 2000 PD, or you can buy it from other users at the Item Market. Use this item on Pichu and it should evolve into a Pikachu.

2) At level 11, you unlock the Pokemon Salon at Emera Mall. Here, you can give your Pichu a Pokémon Acupuncture, which costs 4000 PD. This will take 15 mins and evolve your Pokemon.

Did you use the bell on Pichu, or did you just have it hold the bell? Cos it only works if you have your Pokemon use the item.
