It’s a mega-able Pokémon! You have to give it a mega stone for it to mega evolve

Also adding to the above

Pokemon need to be level 50 in order to mega evolve! If you give them a mega stone after level 50, you just need to level them up once and they'll evolve.

Yes (but rarely)
And mega stones are very, very hard to obtain.
A) Get them from trading, but owners usually ask for a lot
B) Trading fish and big pearls with Leah (unlocked at lvl 12)
C) Boiling 5 of each gem type in gem cauldron (after gaining enough experience, and must be level 7 and pay 50000 PD to use it)
D) In certain special events
