I don't know how to evolve my Pokemon like my Alolan Sandshrew why will it not evolve into a Alolan Sandslash?

To evolve Alolan Sandshrew into Alolan Sandslash, you'll need to use an Ice Stone on it, not an Ice Gem.

As for evolving Pokemon in general, here's a good guide for that.
