They can be obtained in the lab, traded with the gem collecter (if you have the pokedex entry and enough gems) or trading with another user.

How rare is it to find in the lab? And is it a ditto or is it morphed into something else? Amd does the blue ditto in the right hand corner have anything to do with it?

Finding the ditto in the lab is very rare, the rarity should be ditto, clicking the shiny ditto in the corner has a chance of professor Rowan to give you a shiny ditto plushie.
