Some don't actually. If you refresh your screen when you meet Staid, you will not get it.

@Boruto_Uzumaki What Akiron meant is that if you refresh the page enough times, it will reappear again. Like Aqua for example, if you flip the coin after seeing him, he will disappear, but if you keep flipping, there is still a chance he will appear again.
