Can Ditto be bred with any Pokemon (except some legendaries) to get that Pokemon or can Ditto only breed with certain Pokemon? Would the effect be the same as that Pokemon bred with the same Pokemon or does breeding with same species have higher chance?

Ditto can be bred with any pokemon except legendaries/mythicals (excluding Dex legendaries)

Breeding Ditto with any pokemon would have the same effect as two different species of Pokemon breeding, so yes, breeding the same species would have higher chance. Ditto's purpose is really just breeding legendary and genderless pokemon.
