Wondering do you really need a level 1 pokemon to level 100 or could i get a higher level to 100 to get it?

In order to get the Pure Strength badge, you must raise your Pokemon from lvl 1 to 100, proving that you have stronger

Don't mind me, just floating around here and there, once in a while :3
