Uhm you get an old rod once you unlock the Emera Beach.

Leah the Mermaid will give you your first fishing rod (the old rod) when you speak to her ^^
You have to visit her to speak to her. You can do that by going to Emera Beach, and scroll down and click on ''Leah the Mermaid''-button.
