I was wondering how you start the Hoopa quest with Rowan. Is it random? I thought you just needed to be over level 20.

Yes you need to be level 20 or higher. Cannot have an active Rowan quest( can check at the lab). Find hoopa in the treasure chest at the game corner, to obtain egg you need to find all the hoops(5) hidden throughout the site
