Here is your Milotic/Phantump! I apologize for the long wait, to be honest I had a lot of trouble with this one. :( I wasn't sure what to do with the Milotic tail so I recolored some scales and left it as is. If you have suggestions or want me to do something else with it, please feel free to send a PM.
