Can you simultaneously hunt in the safari and normally?

Yes you can, the safari zone has its own chain ^^ Unless you’re hunting one of the legendaries, that’ll count towards your normal chain as well.
Hunting (ex.) vivillon in the safari will count to a different chain (the safari chain), and it won’t affect your normal chain ^^
