It says someone will pay a high price for shoal shells and shoal salt. Does anyone know where I sell these items?

I usually selling it at Item Shop :D

Maybe some players will pay high if you put it on GTS

Shoal shells and salts are basically worthless. Your main chance of making money from them would be to sell them at the item shop.
