I want one of my Teddiursa to be in the Misdreavus cosplay, but I don’t understand how it’s supposed to be able to when it’ll evolve without an Everstone. Does the costume prevent it from evolving like an Everstone would?

Teddiursa (Misdreavus) can't evolve so yes, in a way, the costume prevents it from evolving like an everstone would as long as the teddiursa is wearing (holding) the cosplay.
