After the Na'vi people defeated the Hell's gate people or the Sky people if you will. Years pass and the government who no longer cares about the obtaining the rare metal, they want to focus on scientific part of Pandora; the people, animals, plant, water and air life. They know it would be hard to gain their trust again but they hope that the next group to go can work something out.
