1878 I don't see why Delphox can't learn Focus Blast...that's just...fail.

Oh well EV training is the bread and butter on Competitive battling. I'll link to it.

1,876 Sort of but not entirely, some pokemon give strange EVs. Like Caterpie who gives HP EVs. List if you're interested Super training in X/Y made this process super easy though.

1877 Personally, I don't pay attention to EV training. It's really kind of confusing to me and time consuming. I don't get the point of it.

1876 Again with super training it takes all of 20 minutes and the point. A Chesnaught with no EVs in attack will max 240 whereas one with 252 EVs in Attack will max at 344. That's with a beneficial nature.
