Retro Pokemon Limit?

I've just started using the retro radar, and I've caught all available pokemon for the week. However I decided to try and catch more, even though I already have them. I've built up chains over 30, but still no retro pokemon appear. This is a stark contrast to how I found my others so easily, like the retro Zapdos I found with a chain of 2. They all happened very easily.

Can you only get one of each, does it get harder after you already have the species, or was I just incredibly lucky before and it's supposed to be this tough? I have a retro pokemon slot open for today, so it's not like I shouldn't be able to get one.

Most of my chains were 100+ before retros appeared

Oh man, I dont know whether I'm happy or upset about this! I love the luck, but man, am I gonna have to start working for them. Thanks for the info!
