4.1 Cheating includes the use of external software to simplify any feature in this game, but also taking advantage of any kind of bug.
It is absolutely forbidden to cheat in any way to ensure fairness between each player.

I have a question regarding this rule,yes i know auto clicker isn't allowed ofc,but are mouses with double click forbidden too?i've heard it from 2 users just recently,and i wanna make sure.

That depends on what you mean with 'double click'?
If it's a mouse where both the left and right button register as a 'click' then, yes, it's against the rules.

My mouse has 7 buttons - wich 2 of them are:
normal click
double click
if i click only the double click,is it ok and not against the rules?

No, because as you said, you only click once, but it counts twice.

Then, if one uses a touchpad, is abusing its hypersensitive touch detection to quickly interact by drumming your fingers against it also not allowed?

There's a difference between tapping the touchpad quickly [one touch = one interaction] and having a 'double click' button [one click = two interactions]

No matter how sensitive you make your touchpad, you'll still only get a 1:1 click:interaction.
