I won a bid for a Ralts @ lvl 46 holding an everstone and gardevoirite. What is the purpose of keeping Ralts from evolving? So it can get to a higher level faster?

Maybe it was there for the trainer who decides to evolve it into Gardevoir line or Gallade line.

I also put everstone on few of my pokemons before putting them on Auction as many buy them as they don't evolve in between the auction.

The really only reason it has an Everstone is because the person you bought the Ralts from decided to give them an Everstone. Personally, I would do the same to keep track of Shinies & Megas a bit easier, but some users do it for whatever reason. ninja'd :')

Also, do note that the "Gardevoirite" is just the symbol letting you know that it's able to Mega Evolve and you'll need to give it an actual Mega Stone item to Mega Evolve it. For more information, see this Wiki Article on Mega Evoution
