No, it doesn't.
Though, it might [possibly] affect the prelude [Oak-races] that are triggered in the Lab as well.

Sweet for the quest thx, but i got hoopa from first try in treasure box and uhm.rowan still doenst give me the quest, is there some w8 time between them or not???

It doesn't seem to be working quite yet as there are a few people (including myself) experiencing that problem. Let's just wait for Riako to wake up/come online. :)
