I wasn't here last year and I was told that the fears carried on to last year, meaning they were the same this year. Since I haven't been here a full year, I was told when one of my friends trying to scare me, they were unable to.

If you hover over the home tab you'll see a link to the Halloween event. If you click it, it should give you options to choose from that will scare you.

I'm kind of confused as to how this works I just go and click on the trick or treat icon on a friends page then fallow the next thing right?

You click the 'trick or treat' link on the user's page and then select how you want to scare them :)
