Please ignore the milk this photo best illustrates zygarde's forms. (or add the milk if you really want to).

In the anime you add on to the core to create percents
There are a two ways I have seen so far that this can be done

1. An item that switches zygarde's form
2. A scour mission. 12 hours in there can be a "call for cells" button that gives you a random number of cells (like in pokefarm)

People who already have zygarde can keep it at 50% form or trade it in for a core

I don't know about formes for legends here, but I believe you have to get multiple legendaries and having to get 5 zygarde's is not the happiest way I would want to spend my gems.

People often think the PH sprites are bland. Do they shade? Well, yes they do. You'll be surprised how much care is taken for these sprites.

Sounds cool but, maybe you randomly get 1-5 cores forum rumbling instead of call for cells, and that feature should only be active if you have the cells

Or perhaps adding a new area to get the cells

Reasons for support;
1) Adding Cells/Cores adds more content (as well as pokemon) and many possibilities to implement this in a fun/appealing way
2) "A scour mission" I like this idea. You could go as far as making it a "Sprite Mission" kind of deal where you find them across the site, Rumble, ect. Add a lab to convert/combine them.
2.A) Have a stipulation where you can only convert 1x Zygarde + 50% of the other cells, so that no one can just convert 2x 50% Zygardes (Gem Collector) into a Complete Zygarde for added challenge of finding them all.
3) I want 2% Form.

What's gonna happen to Bulbasaur?
