So, I saw that the kalos starters rarity was special and not starter? Is there a reason behind this?

Due to at the time Kalos was not released, so there was a special event for them and thus are considered a 'Special' Rarity and plus at this moment in time, they are only obtains from breeding or from the Gem collector in the Kalos section. but it has never been changed <3
